Democrats CLASH Over Shutdown Strategy

House Minority Leader Hakeem Jeffries drew a firm line Monday, declaring Democrats need concrete ICE reforms before supporting the two-week funding extension. The bill, which passed the Senate 71-29, funds key departments including Defense, Education, Transportation, and Health and Human Services. But it lacks provisions Democrats demanded after two fatal Minneapolis confrontations between ICE agents and civilians. Jeffries wants legislation ending roaming patrols, strengthening warrant requirements, banning agent masks, and requiring visible identification.

Moderate Democrats BREAK With Leadership

Texas Representative Henry Cuellar broke ranks, answering simply “yes” when asked if he would vote to end the shutdown. Cuellar was among seven Democrats who previously supported limited DHS reforms in January, including body cameras for ICE agents and additional civilian interaction training. California Representative Eric Swalwell took the opposite position, stating House Democrats won’t “co-sign” a package without serious reforms. Florida Representative Jared Moskowitz acknowledged the split, noting House and Senate Democrats are “out of sync” on the charged immigration enforcement issue.

Senate Deal Creates House Pressure

The bipartisan Senate compromise passed without consulting House Democrats, creating what Moskowitz called a “process thing.” Representative Rosa DeLauro, the top Democrat on House Appropriations, urged quick passage to minimize funding lapses affecting eight cabinet departments and dozens of agencies. The two-week extension would give lawmakers time to negotiate ICE provisions, though Cuellar expressed hope for additional reforms during that window. The confrontation marks the second government funding crisis in three months, raising questions about whether Democrats will use their leverage to extract concessions or prioritize ending the shutdown.

The Democratic split reveals deeper tensions over immigration enforcement strategy and leadership coordination between chambers.
