Paroled Killer Strikes Again — Twice

A serial killer who was paroled twice and killed again each time has finally been locked away for good — but the real question is why it took three murders to get here.

Story Snapshot

  • Harvey Marcelin, now 88, was sentenced to life without parole on June 10, 2026, for killing and dismembering 68-year-old Susan Leyden in 2022.
  • This is Marcelin’s third murder conviction — he was paroled after each of the first two killings and killed again both times.
  • A jury convicted Marcelin after just one hour of deliberation, and the judge said he would kill again if ever released.
  • Marcelin was caught on surveillance video shopping with the victim’s severed leg — one of the most disturbing crime details in recent memory.

Three Murders, Two Paroles, One Pattern

Harvey Marcelin has been convicted of murder three times across six decades. He first killed a woman and served prison time, then killed again after being released. He pleaded guilty to manslaughter in the second case and was sent back to prison. The system paroled him again. In 2022, 68-year-old Susan Leyden became his third victim. The pattern is impossible to ignore — every time Marcelin walked free, another woman died.

Marcelin was arrested after surveillance footage showed him shopping at a grocery store with Leyden’s severed leg inside a bag. Police found her dismembered remains in his Brooklyn apartment. He went on trial in May 2026 and a jury convicted him on all counts on May 8, 2026, after roughly one hour of deliberation. [2] The speed of that verdict says everything about how clear the evidence was.

Judge: “No Doubt You Would Kill Again”

At sentencing on June 10, 2026, Justice Danny Chun did not mince words. He told Marcelin directly, “Regardless of your age, if you were ever paroled again, I have no doubt that you would kill again.” [3] The judge sentenced him to life without parole. News 12 reported the judge also said there was “no hope for rehabilitation.” For a man with three murder convictions, that assessment is hard to argue with.

Marcelin denied killing Leyden at sentencing. He claimed he witnessed her being killed by someone else and called her “my Susan Carol Leyden, whom I was crazy about.” [8] The jury heard the evidence and rejected that story in under an hour. His denial at sentencing fits a long record of a man who has never been held accountable enough to stop killing.

The Parole System Failed These Women

The most troubling part of this case is not Marcelin — it is the system that kept releasing him. He was on lifetime parole when he killed Leyden in 2022. [6] That means parole officers and the state of New York were supposed to be watching him. They were not watching closely enough. Three women are dead because the system prioritized releasing a violent offender over protecting the public.

This case is a clear example of what happens when the criminal justice system treats repeat violent offenders as candidates for rehabilitation rather than permanent removal from society. Conservatives have long argued that protecting innocent citizens must come before giving dangerous criminals second and third chances. Susan Leyden paid for that failed philosophy with her life. Life without parole is the right outcome — it just came 40 years and two murders too late.
